Steven K. Mullins is a graduate of the University of Oklahoma Law School. Steven K. Mullins practiced law as a member of the Oklahoma bar from 1982 until his retirement in 2022. During his career he devoted his practice to public service as both a federal and state governmental lawyer. Mr. Mullins’ thirty-year federal service included duty as: United States Attorney for the District of South Dakota, Senior Department of Justice Legal Advisor in Afghanistan, General Counsel of the Department of Justice Executive Office of United States Attorneys in Washington, D.C., and Assistant United States Attorney for the Western District of Oklahoma.
At the state level, Mr. Mullins served as General Counsel to Oklahoma Governor Mary Fallin from 2012 to 2016, and is currently the Executive Director of the Board of Osteopathic Examiners.
During his career, Mr. Mullins was particularly active as a courtroom litigator as lead trial counsel handling a diverse civil and criminal practice. Mr. Mullins litigation skill was recognized by the Department of Justice on multiple occasions and awarded multiple times as a litigator of the year.
Since 1991, Mr. Mullins has regularly instructed as an Adjunct Professor for the University of Oklahoma College of Law. He has spoken on a variety of subjects as a frequent lecturer at the U.S. Department of Justice National Advocacy Center and has served on numerous bar and court committees.
