Cori Loomis is a healthcare attorney who draws upon her extensive experience working in both private practice and public service to represent and counsel hospitals and health systems, physicians, medical and dental practices, and other healthcare providers on a broad range of transactional, operational, legislative, administrative and regulatory compliance matters.

In addition to working in private practice for more than 20 years, Cori’s prior career experience includes serving as the compliance officer and HIPAA privacy official for the University of Oklahoma and as the general counsel for Oklahoma State Medical Association.

As part of her counseling practice, Cori routinely provides healthcare practitioners and providers with analysis and advice on a myriad of state and federal compliance matters, including Stark law, anti-kickback regulations, EMTALA, HIPAA, Medicare/Medicaid regulations and reimbursement issues, and professional and entity licensure laws and regulations.  She also works with clients to resolve disputes or issues that disrupt or threaten a healthcare provider’s or organization’s operations, including payment audits and appeals, civil and criminal investigations, False Claims Act litigation, and OIG self-disclosure submissions.

Cori’s work on healthcare transactions involves private equity roll-up transactions, asset purchases and stock or unit purchases, establishing various healthcare entities including ambulatory surgery centers and medical groups, and joint ventures.  She has been involved in projects from the strategic planning phase through closing, which includes due diligence, drafting, negotiation, regulatory analysis and approvals, and post-closing transition matters, as well as related employment and employee benefit matters.

In addition to her full-time practice, Cori currently serves as an adjunct professor for the Oklahoma City University Meinders School of Business, where she teaches a master’s level course in health law.

Her achievements have earned her inclusion in the Chambers USA Guide to America’s Leading Lawyers for Business, Oklahoma Super Lawyers, and The Best Lawyers in America (administrative/regulatory law; business organizations; corporate law; health care law; nonprofit/charities law), which named her “Oklahoma City Health Care Lawyer of the Year” for 2017.

Active in the community, Cori has leveraged her career experience and leadership skills to serve on a number of civic and nonprofit boards over the years, including Ronald McDonald House Charities of Oklahoma City, The Children’s Center and Rehabilitation Hospital, Vizavance (formerly Prevent Blindness Oklahoma), Oklahoma Women’s Coalition, and Community Health Charities.  Additionally, she was selected a member of the Oklahoma Bar Association’s Leadership Academy in 2011 and served as a gubernatorial appointee on the Oklahoma Board of Nursing from 2011 – 2015.
